(refs #7358) Initial 4.7 update commit

Includes .tpd file definition and fixes for various
files that were not compatible with the update.

Amend 1:
+ Added simantics.tdp

Amend 2:
+ Change repo location to private/eclipse-4.7

Amend 3:
+ Add required bouncycastle files to .tdp file.

Amend 4, 5 and 6:
+ Updated wikitext from 1.0 to 2.0.
+ Finished .tpd file
+ Updated target platform

Amend 7:
+ Changed com.sun.jna version to 4.1.0 from 4.3.0, as changes to
org.eclipse.epp.mpc requires this version.
